Action Plan for Integrated Empowerment through the Industrial Internet and Artificial Intelligence


Artificial Intelligence (AI) is a strategic technology leading the new round of technological revolution and industrial transformation. The Industrial Internet is a crucial infrastructure for advancing new-type industrialization. AI accelerates the upgrading, capability enhancement, and service innovation of Industrial Internet infrastructure, while the Industrial Internet provides connectivity channels, data resources, and platform hubs for AI's industrial applications. Their mutual promotion and integrated empowerment will further accelerate changes in industrial models and corporate organizational structures, injecting strong momentum into advancing new-type industrialization. This Action Plan is formulated to thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, fulfill the requirements of the State Council's Guiding Opinions on Deepening the "Internet + Advanced Manufacturing" to Develop the Industrial Internet and the State Council's Opinions on Deeply Implementing the "AI+" Action, deepen the integrated application of AI and the Industrial Internet, collectively advance new-type industrialization, and contribute to the development of a manufacturing powerhouse and a cyber powerhouse.

I. Overall Requirements

Guided by the Thought on Socialism with Chinese Characteristics for a New Era of Xi Jinping,  we will fully implement the spirit of the 20th National Congress of the Communist Party of China and all subsequent plenary sessions, apply the new development philosophy fully, accurately, and comprehensively, and accelerate the construction of a new development paradigm. Focusing on advancing the deep integration of informatization and industrialization, and emphasizing the implementation of "AI+" in the industrial sector, we will deepen large-scale application of the Industrial Internet, consolidate and enhance the competitive advantages and leading position of the information and communications industry, and accelerate the advancement of the manufacturing industry towards the high end of the global value chain, thereby providing robust support for fostering new quality productive forces and advancing new-type industrialization.

By 2028, the level of integrated empowerment between the Industrial Internet and artificial intelligence shall be significantly enhanced. The scale of new-type industrial networks capable of meeting AI industrial application requirements for high throughput, low latency, high reliability, and low jitter communication will continue to expand, with accelerated deployment and application in industrial enterprises in key sectors such as raw materials, equipment manufacturing, consumer goods, and electronic information. No fewer than 50,000 industrial enterprises will undergo new-type industrial network transformation and upgrades. The system for industrial data aggregation, governance, circulation, and sharing will be continuously improved, with a number of high-quality datasets established in 20 key industries. A group of intelligent solution suppliers will be cultivated for critical links and typical scenarios in key industrial chains, effectively promoting coordinated upgrades among large, small, and medium-sized enterprises. Efficient allocation of key resources such as enterprises, technology products, and public services will be realized.

II. Action for Upgrading the Foundational Infrastructure

(1) Accelerating Open and Intelligent Upgrades of Industrial Networks. To meet new industrial intelligence demands such as collaborative production of intelligent equipment, industrial model training and inference, and communication and interaction of industrial intelligent agents, support will be provided for industrial enterprises to comprehensively utilize technologies like 5G/5G-A, industrial optical networks, Time-Sensitive Networking (TSN), Single Pair Ethernet (SPE), edge computing, and cloud-based control to drive the integrated evolution of network, control, and computing capabilities, and to explore innovative application models for new-type industrial networks adapted to industrial intelligent services. Efforts to develop products such as 5G Programmable Logic Controllers (PLCs), AI routers, and industrial computing-network switches will be accelerated. A rolling release of a catalog of new-type industrial network products will be implemented. New-type industrial network transformation will be promoted in key industries to develop intelligent network capabilities such as self-organization, self-management, self-optimization, and self-healing.

(2) Enhancing the Intelligence Level of Industrial Internet Platforms. Leveraging technologies like deep learning and large models, the capabilities of Industrial Internet platforms in element connectivity, intelligent analysis, and resource allocation will be strengthened. Industrial Internet platform enterprises will be encouraged to accelerate technological innovation in low-code and no-code development based on AI, thereby enhancing the efficiency of industrial APP development and system integration capabilities. Pathways for establishing "model pools" based on Industrial Internet platforms will be explored, and a batch of industrial model products will be cultivated and launched. The adaptation and compatibility of platform underlying architectures and data protocols with AI will be promoted, while the innovative application of national standards for intelligent agent protocols will be deepened. Innovative models such as "Industrial Internet Platform + Intelligent Agents" will be developed, creating a batch of industrial intelligent agent applications for typical scenarios like production network optimization, human-machine interaction, intelligent equipment health management, and industrial chain optimization.

(3) Strengthening the Supply of Industrial Intelligent Computing Power. The integrated application of the Industrial Internet with general computing centers, AI computing centers, and super-computing centers will be accelerated, and public computing power service providers will be encouraged to offer services to industrial enterprises. Industrial enterprises will be guided to accelerate the deployment of devices such as edge all-in-one machines and intelligent gateways. Collaboration between industrial enterprises and equipment suppliers will be encouraged to upgrade end-side device intelligence, deploying lightweight computing power modules in production equipment, sensors, Automated Guided Vehicles (AGVs), etc., to enhance real-time data processing capabilities. The construction of a nationally integrated computing network will be accelerated, promoting the application of intelligent computing cloud services pilots in the industrial sector. The widespread application of industrial large models in efficient cross-regional computing power scheduling and precise matching of "cloud-edge-device" computing power will be strengthened, enhancing the supply capacity and utilization efficiency of industrial intelligent computing power.

III. Action for Data-Model Interoperability

(4) Strengthening Industrial Data Aggregation and Sharing. Industrial enterprises will be encouraged to accelerate the application of information models, facilitating the connectivity and sharing of multi-source heterogeneous industrial data. Leveraging data infrastructure such as the National Industrial Internet Big Data Center, efforts will be accelerated to aggregate supply chain data, foundational industrial data, and foundational "dual carbon" data in key areas, promoting the establishment of a national industrial data catalog. The role of the industrial internet identification and resolution system will be leveraged to effectively enhance capabilities for collaborative data sharing and aggregated analysis. Leading enterprises will be encouraged to accelerate the establishment of trusted data circulation spaces for industry to promote end-to-end data sharing and circulation across industrial chains. Mechanisms for industrial data rights confirmation and revenue distribution will be refined. Exploration of data asset registration and innovation in data asset valuation models and market pricing methods will be pursued. A solicitation for application scenarios of industrial data elements will be conducted to construct a map of data-set demand scenarios, providing guidance for AI industrial applications.

(5) Strengthening Support for Industry Data-set Construction. To meet the demands of industrial model training, industrial enterprises, Industrial Internet enterprises, and industrial data service providers will be encouraged to jointly carry out industrial data cleaning, annotation, synthesis, and evaluation, supporting the construction and services of general knowledge datasets, cross-industry general datasets, and industry-specific datasets. Leading enterprises will be guided to leverage the Industrial Internet to facilitate the opening of data resources across upstream and downstream partners, creating a number of high-quality industry datasets. Key technological breakthroughs in data annotation, training, usage, and security will be strengthened, accelerating the development of annotation algorithm optimization, annotation tools, and annotation models. The categorized and graded security management of industrial data will be coordinated, improving assessment systems for data quality and data security risks, integrating security management throughout the entire process of industry data-set construction. The construction of industrial intelligent computing bases and industrial data training bases will be accelerated to rapidly form high-quality intelligent computing, data, and algorithm services.

(6) Improving the Efficiency of Industrial Model Development and Deployment. Industrial Internet platform enterprises will be guided to accelerate the model-based encapsulation and standardized accumulation of industrial mechanisms, technical processes, and knowledge experience, enhancing the logical reasoning, cross-modal data processing, semantic understanding, and reliable output capabilities of industrial models. This will facilitate the formation of a batch of industrial large models for key sectors such as raw materials, high-end equipment, consumer goods, and electronic information, alongside a batch of specialized small models for application scenarios such as quality inspection, intelligent control, process optimization, and marketing services. Industrial Internet platform enterprises will be encouraged to explore and develop interconnect interfaces for industrial models, optimizing the efficiency of collaboration between large and small models, contributing to the formation of an AI industrial application model system characterized by "large models laying the foundation + small models focusing on specific tasks."

IV. Action for Innovating Application Models

(7) Promoting Transformation of Application Models. Industrial enterprises will be encouraged to utilize the Industrial Internet to connect data flows between consumption and production, supply and manufacturing, and products and services. Based on AI-driven intelligent analysis, transformation of application models such as platform-based design, intelligent production, personalized customization, networked collaboration, service-oriented extension, digital management, refined investment and financing, and visualized governance will be accelerated. The aggregation of resources such as design solutions and bills of materials will be accelerated to enable the automatic generation of design drawings, 3D models, and instruction codes, reducing R&D design cycles and costs. Virtual production lines based on AI will be developed to enhance autonomous decision-making capabilities for production activities such as equipment status prediction, process optimization, equipment parameter adjustment, and material balancing. The R&D of intelligent service products such as industrial equipment operation and maintenance models and equipment knowledge graphs will be accelerated, creating management services such as unmanned intelligent patrol inspection, real-time fault self-healing control, intelligent command and dispatch, and intelligent warehousing.

(8) Accelerating Promotion in Key Industries. The "Chain-Network Synergy" project between the Industrial Internet and key industrial chains will be implemented, strengthening policy alignment and synergy with digitization and intelligentization efforts across various sectors. A batch of reference guides for integrated applications will be developed, released, updated, and promoted in key industries such as steel, aviation, shipbuilding, construction machinery, agricultural machinery, electronic information manufacturing, electric power, petrochemicals and chemicals, non-ferrous metals, textiles and apparel, pharmaceuticals, and light industry. Addressing the digitization and intelligent transformation needs and challenges of key industries, typical scenarios for the integrated application of the Industrial Internet and AI, lists of technology products, supplier directories, and standard indexes will be sorted out by industry. Scenario cultivation and openness will be accelerated, a solution resource pool will be established, and precise supply-demand matching will be strengthened. Focusing on the needs for resource sharing and factor connectivity across upstream and downstream industrial chains, solicitations for typical AI cases and typical "Chain-Network Synergy" cases in the Industrial Internet will be conducted. A selection of projects demonstrating high system integration capability, broad connectivity breadth, significant chain-wide transformation benefits, and high intelligence levels will be made.

V. Action for Integrating the Industrial Ecosystem

(9) Strengthening the Cultivation of Key Enterprises. Industrial enterprises, Industrial Internet enterprises, industrial software enterprises, and AI enterprises will be promoted to jointly develop a number of solutions with intelligent system integration capabilities. Leading enterprises will be encouraged to incubate industry-level intelligent solution suppliers. Industrial Internet solution suppliers will be supported in transforming into intelligent solution suppliers. Efforts will be accelerated to cultivate a batch of specialized service providers in fields such as industrial data and industrial models, as well as a batch of leading private technology enterprises and high-quality small and medium-sized enterprises.

(10) Accelerating Technological and Product Innovation. AI enterprises, Industrial Internet enterprises, and industrial control enterprises will be encouraged to jointly promote the intelligent upgrade of industrial communication chips, industrial sensors, industrial terminals, and industrial control systems, gradually deepening the application of humanoid robots. AI will be utilized to optimize industrial software development processes and models, enhancing capabilities such as active optimization and assisted generation, thereby lowering development barriers and costs. Development of general-purpose tool products such as intelligent production scheduling management software and process parameter self-optimization software will be pursued. AI-enabled technological innovation in cybersecurity will be promoted. The linkage between the Industrial Internet and AI standard systems will be strengthened, the Industrial Internet architecture integrating AI technologies will be refined, and the promotion, interpretation, and application of standards will be enhanced.

(11) Optimizing Public Service Capabilities. The construction of carriers such as innovation centers and laboratories will be coordinated and promoted. The development of public service platforms for industry datasets and industrial model evaluation will be supported, providing precise, low-cost intelligent services for small and medium-sized enterprises. Support will be provided for the construction of open-source projects and communities, encouraging the first release of relevant achievements in national-level AI open-source communities, sharing software code, hardware designs, and development tools. Activities such as the "Hundred Cities, Thousand Parks" initiative for integrating the Industrial Internet into industrial parks and the "Deep Dive" for AI-enabled new-type industrialization supply-demand matchmaking will be continuously carried out to strengthen supply-demand connections and enhance the promotion and dissemination of typical application cases and excellent solutions.

VI. Safeguarding Measures

Coordinated efforts for the integrated empowerment of the Industrial Internet and AI will be strengthened. Local authorities will be encouraged to enhance policy guidance and formulate supporting measures according to local conditions, fostering a pattern of integrated empowerment characterized by regional clustering and distinctive pathways. Existing funding channels will be fully utilized, and the National Industry-Finance Cooperation Platform will be leveraged to support the R&D and promotion of key technological products. Local authorities will be encouraged to establish special funds and explore the establishment of diversified, multi-channel investment mechanisms. The layout of academic disciplines and specialties will be optimized, the construction of industry-education integration practice centers will be promoted, and training and evaluation for new professions such as Industrial Internet engineering technicians and AI trainers will be carried out.
