Work Plan for Stable Growth in the Automotive Industry (2025-2026)

The automotive industry is an important force driving a new round of technological revolution and industrial transformation, an important support for building a manufacturing powerhouse, and an important pillar of the national economy. Currently, the external environment is becoming increasingly complex and severe, with unilateralism and protectionism intensifying, impacting the stability of industrial and supply chains; The foundation for the domestic economic recovery is not yet stable, and challenges such as insufficient effective demand and disorderly market competition still exist. The task of stabilizing industry growth remains arduous. To fully implement the decisions and deployments of the Party Central Committee and the State Council, and strive to achieve the main expected goals of economic development in the automotive industry, a work plan for stabilizing growth in the automotive industry has been formulated.

1、 Overall requirements

 Guided by the Thought on Socialism with Chinese Characteristics for a New Era, we will comprehensively implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee. Following the deployment of the Central Economic Work Conference, we will adhere to the general tone of seeking progress while maintaining stability, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, vigorously develop intelligent connected new energy vehicles, expand domestic consumption, improve supply quality, optimize the development environment, deepen international cooperation, achieve effective improvement in quality and reasonable growth in quantity, and contribute positive forces to the sustained recovery and improvement of the national economy.

2、 Main objectives

By 2025, we aim to achieve an annual automobile sales volume of around 32.3 million units, a year-on-year increase of about 3%. Among them, the sales volume of new energy vehicles will be around 15.5 million units, a year-on-year increase of about 20%; Stable growth in automobile exports; The added value of the automobile manufacturing industry increased by about 6% year-on-year. In 2026, the industry will maintain a stable and positive development trend, and the scale, quality, and efficiency of the industry will further improve.

3、 Work measures

(1) Focus on expanding domestic consumption

1. Accelerate the comprehensive market-oriented expansion of new energy vehicles. Intensify efforts to promote pilot zones for comprehensive electrification of public sector vehicles, and encourage 25 pilot cities to add and promote more than 700000 new energy vehicles in areas such as urban public transportation, rental, logistics and distribution. Continuously organize and carry out new energy vehicles going to the countryside activities and county-level charging and swapping facilities to fill gaps, and improve the electrification level of rural residents' vehicles. Actively carry out demonstration applications of fuel cell vehicles and promote the large-scale application of medium and heavy-duty fuel cell commercial vehicles. Develop guidance to promote the development of battery swapping models and meet diverse market demands. Deepen the reform of new energy vehicle insurance and optimize the benchmark rates of commercial vehicle insurance. Implement the preferential policies for the purchase tax and vehicle and vessel tax reduction of new energy vehicles, and ensure a smooth and orderly transition.

2. Further increase efforts to promote automobile consumption. To implement the requirements of documents such as the "Notice of the National Development and Reform Commission and the Ministry of Finance on Strengthening the Implementation of Large scale Equipment Renewal and Consumer Goods Trade in Policies by 2025" (NDRC Huanzi [2025] No. 13), support the trade in of old cars, the renewal of new energy city buses and power batteries, and promote the consumption of cars in tiers and updates. Carry out pilot reforms in automobile circulation and consumption, and expand post market consumption such as automobile modification, leasing, sports events, and RV camping. Encourage regions with car purchase restrictions to optimize their policies and gradually transition from purchase management to usage management. Implement facilitation measures such as "reverse invoicing" for second-hand car sales and cross regional transaction registration, explore the establishment of an online transaction management system, strengthen information sharing and openness in the automotive industry, enhance the accuracy and authority of second-hand car information query platforms, and promote efficient circulation of second-hand cars.

3. Promote the industrial application of intelligent networking technology. We will deepen the pilot application of "vehicle road cloud integration" for intelligent connected vehicles, accelerate the construction of connected infrastructure and cloud control platforms, encourage the installation of high-performance communication modules such as V2X and 5G in vehicles, accelerate the large-scale application of the Beidou system, promote multi scenario applications such as logistics, environmental sanitation, and travel services, and encourage key areas to gradually expand cross regional collaborative applications. Promote the pilot program of intelligent connected vehicles admission and road access, conditionally approve the production admission of L3 level vehicle models, and promote the improvement of laws and regulations on road traffic safety, insurance, etc. Support enterprises in the automotive, information and communication, transportation and other industries to explore new business models through data as a link, and accelerate the cultivation of diversified value chains.

(2) Continuously improving the quality of supply

4. Stimulate potential consumer demand through technological innovation. Accelerate the organization and implementation of major technological projects in the automotive field, support the integration and innovation of large, medium, and small enterprises, fully leverage the advantages of open source, accelerate breakthroughs in key technologies such as automotive chips, operating systems, artificial intelligence, and solid-state batteries, continuously improve product economy, durability, comfort, and other performance, develop more new functions such as intelligent interaction and intelligent driving that meet consumer needs, and lead and create demand with high-quality supply. Continuously carry out the special action of "upward development of Chinese automobile brands" and accelerate the cultivation of Chinese brands with international competitiveness.

5. Leading the improvement of product quality through standard upgrades. We will implement the Work Plan for Promoting High Quality Economic Development by Upgrading Standards, the Action Plan for Upgrading Traction Equipment and Trade in Consumer Goods by Upgrading Standards and other documents, and promote the development of new energy vehicles, power batteries, autonomous driving, car chips and other key and urgent standards with high quality and efficiency. Strengthen industry supervision, increase the promotion and implementation of standards, improve the efficiency of production consistency supervision and inspection, and promote enterprises to continuously improve the safety, energy-saving, and low-temperature adaptability of automotive products.

6. Ensure the stability of the industrial and supply chains. Deeply implement the action plan for high-quality development of the manufacturing industry, and continuously improve the resilience and safety level of the industrial and supply chains. Continuously carry out the "listing" of large enterprises and the "unveiling" of small and medium-sized enterprises, cultivate a group of characteristic industrial clusters of small and medium-sized enterprises in the automotive industry chain, help more small and medium-sized enterprises integrate into the supply chain of large enterprises, and form an interdependent, mutually reinforcing, stable and efficient industrial chain supply chain system. Give full play to the role of the public service platform for monitoring and evaluating the safety of the automotive industry chain, dynamically monitor the supply trends of enterprises on the chain, and identify safety risks early.

7. Accelerate the digital and intelligent transformation of the automotive industry. Promote the application of artificial intelligence in research and development, design, production, manufacturing, operation management and other scenarios, continue to carry out gradient cultivation and promotion of intelligent factories, support the hierarchical construction of intelligent factories by enterprises, and promote the digital collaborative transformation of industrial and supply chains. Build a digital transformation scenario map and cultivate scenario oriented digital products and solutions. Establish a sound industry digital transformation service system, develop and promote the classification and grading evaluation standards for digital transformation service providers in the automotive industry, and cultivate a group of specialized service providers.

(3) Optimize the environment for industrial development

8. Improve the infrastructure system. Optimize and improve the network layout of charging and swapping facilities in cities, towns, along highways, and residential areas, promote the construction of charging and swapping infrastructure on highways, carry out distribution network renovation according to local conditions, and orderly promote the construction of hydrogen energy infrastructure. We will carry out in-depth promotion activities for the construction and application of charging infrastructure in county and township areas, striving to achieve full coverage of charging and swapping infrastructure in every township. Encourage the promotion and application of new technologies such as high-power charging, intelligent and orderly charging, and "light storage charging and discharging" integrated stations, and promote the research and application of vehicle network interaction technology.

9. Optimize industry management policies. Promote the reform of access management for road motor vehicle production enterprises and products, revise the technical requirements for access review in conjunction with the development of new technologies, formulate technical conditions for determining the same type of new energy vehicle products, prepare policy documents for the safety of vehicle data export, carry out product self-examination, and manage entrusted installation of truck products. Research and promote the enterprise group management of automobile production, improve resource allocation efficiency, and support leading enterprises to become better and stronger. Strengthen the management of intelligent connected vehicles equipped with combined driving assistance functions, and standardize OTA upgrade activities for automotive enterprises. Promote the acceleration of the legislation of the "Regulations on the Administration of Motor Vehicle Production Access" and improve the mechanism for enterprise exit.

10. Further standardize the competition order in the automotive industry. Implement the deployment of the State Council executive meeting, adhere to the combination of near and far, and implement comprehensive policies to effectively regulate the order of industrial competition. Strengthen cost investigation and price monitoring, enhance supervision and inspection of product production consistency, and urge key automobile companies to fulfill their payment terms commitments. Give full play to the role of the "Feedback Window for Key Automobile Enterprises to Fulfill Account Commitment Issues (Suggestions)", accept feedback from suppliers on related issues, coordinate and promote solutions, and guide industry institutions to formulate payment standards for supplier accounts of complete vehicle enterprises. Carry out a special rectification of online chaos in the automotive industry, standardize the release of industry data information, crack down on false advertising, commercial defamation and other behaviors in accordance with the law, and resolutely maintain a healthy, orderly and clean market environment.

11. Strengthen the management of scrapping and recycling. Strictly implement the mandatory scrapping standards for motor vehicles and vehicle safety and environmental protection inspection standards, and eliminate old cars that meet the mandatory scrapping standards in accordance with laws and regulations. Establish a sound recycling system for new energy vehicle power batteries, strengthen the recycling of key mineral resources, increase the proportion of renewable resource applications, and promote the formation of a development model of "refined dismantling+efficient circulation of recycled parts".

(4) Enhance the level of international openness and cooperation

12. Promote the improvement and efficiency of automobile exports. Encourage automobile and supply chain enterprises to develop and produce products suitable for the target country market, strengthen cooperation with local enterprises, and improve international marketing and after-sales service systems. Give full play to the role of industry institutions and international development innovation alliances of automotive enterprises, build an international public comprehensive service platform for the automotive industry, and provide consulting services on key national and regional automotive market demands, standards and regulations, management policies, etc. Guide vehicle enterprises to carry out overseas layout in a steady and orderly manner, adapt to local conditions, jointly build and share industrial and supply chain systems, and comprehensively improve compliance management capabilities.

13. Improve the level of financial services for automobile exports. Encourage banking and financial institutions to increase credit product support for operational and investment financing, and provide convenient domestic and foreign currency fund settlement services for enterprises. Support financial institutions to provide global fund management products for automotive industry chain enterprises. Encourage insurance institutions to optimize their automobile export credit insurance business and services, provide credit investigation and country risk research services for automobile enterprises, and effectively respond to risks such as exchange rate fluctuations.

14. Improve the logistics and transportation system. Develop and improve logistics service guarantee measures for new energy vehicle power batteries, and issue guidance on the implementation of railway transportation of power batteries. Optimize diversified transportation supply, strengthen supply and demand information docking, promote infrastructure construction such as ports and roll on/roll off terminals, and enhance maritime security capabilities. Guide automobile companies and transportation companies to establish long-term stable cooperative relationships through cross shareholding, joint ventures, and other means. Encourage the establishment of multi brand, high-quality, replicable overseas spare parts warehouses for key components of Chinese brands to reduce overall logistics costs.

15. Deepen multi-level cooperation between China and foreign countries. Deeply participate in the work of the United Nations World Forum for Harmonization of Vehicle Regulations (WP. 29), take the lead in drafting more international standards and regulations in the fields of automobiles, power batteries, auto drive system, and improve the influence of international standards and regulations. Accelerate the development of carbon footprint standards for new energy vehicles and power batteries, and promote international mutual recognition of accounting methods and results. Organize high-level events such as the World Intelligent Connected Vehicle Conference and the visit of Chinese ambassadors to China's automotive industry to strengthen international exchanges and cooperation. Implement the Action Plan for Stabilizing Foreign Investment in 2025, improve policy and factor support, and boost foreign investment confidence in the automotive industry.

4、 Guarantee measures

(1) Strengthen overall planning and coordination. Give full play to the inter ministerial coordination mechanism for the development of the new energy vehicle industry, deeply implement the "New Energy Vehicle Industry Development Plan (2021-2035)", strengthen departmental coordination, enhance central local linkage, and form a development synergy. Strengthen research on major issues in the new stage of industrial development, and develop a supportive policy system that is in line with current reality and oriented towards future needs. Give full play to the role of industry institutions, assist in the implementation of policies related to innovative development, promotion and application.

(2) Strengthen operational monitoring. Establish a collaborative monitoring and early warning mechanism between the central and local governments, strengthen dynamic analysis of key enterprises and key areas, and enhance early warning and analysis of emerging and trending issues in key regions, major enterprises, and key areas. Regularly hold operational analysis meetings and conduct special research to timely grasp the development situation of the industry and the pain points, difficulties, and blockages of enterprises, and help enterprises overcome difficulties.

(3) Strengthen talent cultivation. Vigorously implement the strategy of building a strong country through talent, continuously compile a forecast report on the demand for new energy vehicle talents, and establish a list and talent pool of key talents. Encourage research institutions, universities, and enterprises to carry out joint training, support the construction of national excellent engineer practice bases in the field of intelligent connected new energy vehicles, support leading enterprises in new energy vehicles to hold high-quality vocational education, and improve the localization training ability of composite talents. Expand talent recruitment channels and increase efforts to attract high-level talents in key fields such as automotive chips, operating systems, and basic materials.
