Request to optimize and guide the long-term incentive system design and application of various business entities under the group, based on the assessment and incentive mechanism status of the group and its subsidiaries, combined with the business characteristics, team characteristics, and management styles of each subsidiary.

4、 Qualification requirements:

1. Bidders must be independent legal entities registered within the territory of the People's Republic of China with a registered capital of 500000 RMB or more (calculated at the exchange rate at the time of registration), based on their business license;
2. Competitors must have similar successful project cases in the relevant field (based on contracts or relevant materials);
3. Competitors not included in the National Enterprise Credit Information Publicity System（ http://www.gsxt.gov.cn/index.html ）List of serious illegal and dishonest enterprises;
4. Competitors must have a good business reputation and financial condition;
5. If the legal representative or investor of a unit is the same person or if there is a controlling or management relationship between different units, they shall not participate in the bidding of the same section or the bidding of the same bidding project without dividing the section; Enterprises with legal representatives participating in the stock market are only allowed to have one company participate in the bidding process;
6. This competition does not accept joint quotations from multiple units, and subcontracting or sub contracting is not allowed.

5、 Submission of bidding materials:

3. Provide proof of the project leader's resume (including valid information such as the project leader's resume, project name, service content, etc., and stamped with the official seal);
4. If the agent signs up, please provide a scanned copy of the agent's original ID card. If the authorized principal signs up, please provide a scanned copy of the authorization letter and original ID card.

6、 Bid opening and evaluation method:

1. The project evaluation working group is composed of responsible persons from the procurement department, finance department, subsidiary general manager, project contracting department, etc
2. According to the project bidding and evaluation criteria, the members of the evaluation team will conduct on-site synchronous scoring of the participating bidding proposals.
3. According to the evaluation score, the bidder with good quality and low price will be awarded the bid.
