To the competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status and Xinjiang Production and Construction Corps:

In order to thoroughly implement the strategic deployment of the CPC Central Committee and the State Council on the development of new productivity, accelerate the extensive application of advanced computing technology in new productivity, further explore and promote typical cases of advanced computing technology in empowering economic and social development, and promote the application and development of advanced computing in a wider range of fields, we are organizing the collection of typical application cases of advanced computing empowering new productivity. The relevant matters are notified as follows:

I. Collection Content

This collection is themed on empowering new productivity with advanced computing, and aims to improve the application level and innovation ability of my country's advanced computing technology and related products. Focusing on core software and hardware products such as artificial intelligence chips, servers, storage devices and key software, and facing the three major fields of "traditional industries, emerging industries, and future industries", a group of typical cases with advanced technology, outstanding innovation ability and good application effect are selected.

(I) Transform and upgrade traditional industries

Focusing on the needs of improving quality, increasing efficiency and transforming and upgrading traditional industries such as petrochemicals, steel, nonferrous metals, building materials, manufacturing, and electricity, we focus on the innovative application of advanced computing in the entire production process such as design simulation optimization, refined management, and high-tech product development, and collect typical cases with outstanding innovation, obvious efficiency improvement, broad prospects, and obvious transformation-driven benefits.

(II) Promote the development of emerging industries

Focusing on emerging industries such as new generation information technology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, civil aviation, shipbuilding and marine engineering equipment, we focus on the in-depth application of advanced computing in technology research and development, product innovation, business model optimization, etc., and collect successful practices that promote the improvement of industrial competitiveness, industrial scale development, and sustainable development capabilities, and have significant integrated application effects.

(III) Support the construction of future industries

Focusing on the integration, differentiation and subversive innovation exploration of advanced computing in technology research and development, experimental verification, scenario exploration and other aspects, we will collect forward-looking applications that can lead the future development direction, have great strategic significance and broad market prospects.

2. Application conditions

(I) The applicant should be registered in the People's Republic of China, have independent legal person status, have good economic strength, technology research and development and integration innovation capabilities, and have no bad records in quality, safety, reputation and social responsibility. Each applicant can only apply for one application case in each field.

(II) The case should have a high technical level and complete solution, be highly representative, demonstrative, innovative and scalable, fully reflect the technical characteristics and applicable scenarios of the advanced computing industry, and have strong reference significance and promotion value for related industries or enterprises.

(III) It is allowed to participate in the application in the form of a consortium, and the number of joint implementation units shall not exceed 3.

(IV) The applicant is responsible for the authenticity of the application materials. The products, technologies and related patents of the application project belong to the applicant and team, and they have independent intellectual property rights and no intellectual property disputes.

III. Work requirements

(I) The recommendation work follows the principle of government guidance and voluntary participation of enterprises, and is organized and implemented by the local industrial and information technology authorities, and case review and recommendation work is done well. The industrial and information technology authorities of each province, autonomous region, and municipality directly under the central government shall recommend no more than 10 typical application cases, and the planned cities and Xinjiang Production and Construction Corps shall recommend no more than 5.

(II) Each applicant shall fill in the "Application Form for Typical Application Cases of Advanced Computing Empowering New Productivity" (see Appendix 1) and submit it to the local industrial and information technology authorities. The application materials are required to be detailed, focused, accurate, and logical, and the number of words should be controlled within 5,000 words.

(III) The local industrial and information technology authorities shall send two copies of the recommendation letter and the paper version of the application form to the Ministry of Industry and Information Technology (Electronic Information Department, Room 1701, Building 8, No. 27 Wanshou Road, Haidian District, Beijing) before October 31. At the same time, send the electronic version (recommendation letter, scanned copy of the application form and editable version) to the mailbox hexiuju@caict.ac.cn.

(IV) The Ministry of Industry and Information Technology will organize experts to review the recommended cases and announce them to the public according to procedures.

IV. Promotion of results

(I) Actively carry out publicity and promotion. Use the 2024 National Advanced Computing Technology Innovation Competition and other activity platforms to promote typical application cases of advanced computing and expand the demonstration effect of excellent cases.

(II) Support large-scale application. For outstanding cases with outstanding application results, support application pilot demonstration and publicity exhibition, and promote the transformation of advanced technologies in outstanding cases into relevant industry application guidelines and application adaptation standards, and help the replication and promotion of integrated applications.

(III) Encourage local governments to strengthen policy support. For cases with outstanding application results and replication and promotion value, encourage local governments to provide support for projects in terms of project approval, policies, funds and other resource matching.
